Winnipeg Transit is proposing significant service cuts after its budget was capped at a two per cent increase by Mayor Brian Bowman and his executive policy committee.

Transit officials gave a multi-year budget presentation to city council's public work and infrastructure committee Wednesday.

To fit within the two per cent target, Transit would need to reduce its operating budget in 2020 by $5.8 million; by $5.5 million in 2021; by $8.4 million in 2022; and $9.2 million in 2023.

Those budget cuts would lead to a slew of service reductions and cuts, according to the budget presentation.

In 2020 alone, Winnipeg Transit says it would cut its free Downtown Spirit bus service and its DART bus service, reduce bus and shelter maintenance and axe its community grants. It would also reduce its advertising budget and stop printing paper schedules, which are distributed to libraries and other public centres.

The limit would require that the transit authority keep its fleet on the road longer -- rather than retiring its buses after 18 years of service, it would run them through 21 years of service.

The more significant cuts would start in 2021.

Winnipeg Transit would end its weekday and Saturday bus service at 12:15 a.m. -- current final service leaves downtown at 1:38 a.m -- and end peak hour service at 5:45 p.m.

It would also begin "widespread service rationalization", the presentation reads, which would mean shuttering or reducing neighbourhood routes that feed onto major arteries.

Some neighbourhoods wouldn't have any feeder route service at all, while some passengers would have to walk farther to their stop, Bjorn Radstrom, transit's service development manager said during the presentation.

It projects $227.17 million in operating and capital expenditures in 2020, but the capped expenditure recommendations leave its draft budget at $205.8 million.

A new year-long initiative will see free Wi-Fi hit 12 rotating buses across the city.

Mayor Brian Bowman was on site to announce the pilot project Thursday, where he called it a step into the future for Winnipeg Transit.

The Wi-Fi will rotate across 12 clearly-marked buses on varying routes.

The $300,000 of funding for the Wi-Fi will come from the city's 2016 Innovation Capital Fund.

"This pilot project is an important step to take to not only improve the quality of the service we provide transit riders, but also improve the overall function of the system," said Bowman.

"Being innovative in how we deliver services and apply innovative solutions should not end with transit."

The system has no impact on transit's current operating budget, which could potentially be pressed for funds once the carbon tax takes effect on Sept. 1.

Transit already saw a fare increase at the start of 2018.

When asked Wednesday about what the tax will mean for riders, Bowman said his hands are tied by the provincial government.

"There are annual increases," Bowman said. "Certainly this year, based on the changing provincial funding, we did need to increase fares more than anyone wanted to."

The free Wi-Fi will include security measures to make sure passengers don't abuse the system.

Hello and Good Evening! Today I have a really dumb question about a Bus Mod, is there any plans or any future work on a New Flyer D40HF? Like I know thereââ,¬â,,¢s a current project on the D60HF, I mean it would be really cool if there is one in the future plans! Because it was sad to see the D40HF retire and scraped from Winnipeg Transits fleet in late 2016 of December.. RIP 692.. But anyways if there is any or no developments let me know

One day back in April I think I seen a comment on Facebook with someone showing the Xcelsior mod and it came with the XE40, so my question is that when I bought this mod I looked for the XE40 (Xcelsior Electric) and it was nowhere found.. So does this mod come with all the Xcelsior models like XE40, etc (Yes I know it comes with diesel Xcelsior, diesel electric, and so on) but that's what I'm asking..
